- Sees to the advancement, promotion, deployment and discipline of staff.
- See to the welfares of staff in terms of remuneration etc.

- Chairman staff welfare committee.
- General maintenance of physical structure of the ministry
- General repairs and maintenance of vehicles
- Secretariat of all meetings and functions of the ministry
- Any other functions as may be directed
